目前日本的失业率已经上升到2.6%，但是一些学者指出，大多数西方国家的失业率是日本的三到五倍。年轻人失业也增加了飞特族的数量，飞特族是指那些在临时工作中找到工作的年轻人(Inui, 2005)。想要获得永久就业的年轻人的问题，已经成为日本严重的社会问题。例如，许多日本公司正在涉足海外市场。因此，年轻人得不到就业，被迫从事兼职或临时工作(Genda, 2013，第183页)。由于这种情况，他们的职业发展变得非常困难，因为缺乏发展的技能和经验。
Currently, there is an uncertainty prevailing regarding youth unemployment in the world. There are many unfamiliar circumstances associated with youth unemployment. Japan has evolved the system under which they hire young graduates with less skills and experience. To enhance their skills, Japan hiring system also provide on the job training system. However, it still has been found that participation of the youth in the labour force has been declined since 1990’s. Due to the collapse of the bubble economy in 1990’s, the number of unemployed youth increased . During this period of recession, the Japanese youth had to face many difficulties in getting stable employment, as their jobs were given to middle aged and older people.
The unemployment rate in Japan has increased to 2.6 percent in the current time, but some of the scholars have stated that unemployment rate in most of the western Countries are three to five times higher in comparison to Japan. Youth unemployment has also increased the number of ‘freeters’, this refers to those young people, who find employment in temporary jobs (Inui, 2005). The problem of youth, who want to get permanent employment, has become serious social issue for Japan. For example, many companies in Japan are getting involved in the overseas market. Due to which, young people do not get employment and are forced to work on part time or temporary basis (Genda, 2013, p. 183). Due to this situation, their advancement in career becomes very difficult due to under developed skills and experience.
