However, he observes that this liberty is not to be ill-treated to abuse others and this natural law exists in the natural state (Locke, Ch 2, p 5). Each person has the ability and power to execute the universal laws of nature and this is proofed by the fact that even though no person has any power over the other, if a person commits a crime, he will be punished for it. This, according to Locke’s, is not the nature of state. Natural law simply posits that the punishment should fit the crime and the person should rectify the crime so that offenders are discouraged to repeat it (Locke, p 18). This defines the reason aspect of Locke’s Second Treatise of Government.
