Without taking the change into account, it is quite difficult to know that how far changes are specific to particular states or trend of welfare state. As far as the durability of the type of change is concerned, it is difficult to draw any conclusion, because the observation may be of temporary result of government policies rather than a fundamental shift of direction.Two aspects have made the clear understanding that advanced capitalist nations are facing common issues or challenges despite the need to reject crude globalization. Such challenges have arisen from the emerging world market place and its increasing integration (Sykes et al., 2001; Esping-Andersen, 1996 and Mishra, 1999).
